A gruesome scene unfolded in Tijuana, Baja California, as a body was found hanging from a bridge with a chilling message believed to be linked to the Jalisco New Generation Cartel (CJNG). The discovery was made on the Tijuana-Tecate highway early Wednesday morning, with authorities responding to reports of the disturbing sight. The victim displayed clear signs of violence.

The banner left near the victim identified an individual known as “Cabezón” and indicated that he was being left for his associates by the CJNG. The message, written in Spanish, taunted the recipient, stating, “What’s up, bast*** … here I’m leaving your people for you, big head!!! The one in charge with your ranchero. FROM: CJNG.” Additionally, a black plastic box containing human remains was found about 100 meters away from the bridge by state agents.

Law enforcement swiftly cordoned off the area for investigation without releasing further details about the victim or the exact cause of death. This incident adds to the more than 40 homicides recorded in Tijuana this month alone. Criminal groups often use such public displays to send messages to rivals, a tactic seen in previous instances like the discovery of 20 bodies on a highway overpass in Culiacán, Sinaloa, last year.

The CJNG, led by Nemesio Oseguera Cervantes, also known as “El Mencho,” has been a prominent player in Mexico’s drug trade since its formation in 2009. Cervantes is a top target for the US Drug Enforcement Administration (DEA), with a substantial reward offered for his capture. Recent data released by Mexican President Claudia Sheinbaum indicates a significant drop in daily homicides during her tenure, amid pressure to combat organized crime.

Mexico has seen a decline in its homicide rate, dropping from 29.1 per 100,000 residents in 2018 to 17.5 per 100,000 in 2025. Sheinbaum’s administration has collaborated with the US on extradition efforts and border security but strongly opposes foreign military involvement. Despite discussions with US President Donald Trump on security issues, including drug trafficking, Sheinbaum has made it clear that any US military presence in Mexico is not under consideration.
