The largest policing overhaul in history will involve deploying specialized teams to underperforming forces, as announced by the Government. In addition, the Home Secretary will gain the authority to dismiss chief constables, addressing a concern raised by Shabana Mahmood regarding the lack of such power over West Midlands Police.
This significant reform, outlined in an upcoming white paper, is deemed the most extensive since the inception of the police service two centuries ago. It is anticipated that the number of forces in England and Wales may be reduced from 43 to 12, following a recommendation by the National Police Chiefs’ Council.
Part of the proposed changes includes enhancing transparency and accountability of police forces. Each force will be required to publish an online dashboard showcasing their performance on key metrics such as emergency response times, team sizes, and crime resolution rates.
Ms. Mahmood emphasized the importance of public involvement in defining police expectations, stating, “The police are the public, and the public are the police.” She aims to hold police forces accountable to both parliament and the public to elevate their crime-fighting capabilities within communities.
The new policing strategy empowers the Home Secretary to dispatch expert teams to revamp struggling forces. Moreover, top-performing constabularies’ experts will be enlisted to elevate overall standards.
In response to calls for radical proposals, a report from the Tony Blair Institute suggested creating a unified UK police force focusing on combating organized crime, cybercrime, and terrorism. This initiative would be complemented by a national digital forensics agency and widespread adoption of facial recognition technology.
The planned reforms also grant the Home Secretary increased authority to remove chief constables who fail to meet expectations. Strengthened measures will be implemented to address forces that disregard improvement recommendations, alongside enhancements to police vetting procedures.
Individuals with a history of violence against women and girls will be prohibited from joining the police, and stricter guidelines for suspending officers accused of crimes will be introduced to uphold accountability and professionalism within law enforcement.
