A man from Toronto has been sentenced to 22 years in prison before he can be considered for parole after being found guilty of two counts of second-degree murder for shooting two young women at a house party in Fort Erie, Ontario. The sentencing took place in Welland, where Justice James Ramsay highlighted the perpetrator’s history of violence and gun-related convictions, as well as the devastating impact on the victims’ families.
The victims, Christine Crooks, 18, from Toronto, and Juliana Pannunzio, 20, from Windsor, were shot at a birthday party in Fort Erie on January 19, 2021. The convicted individual, known as El Plaga in his rapper persona, was convicted by a jury earlier this year.
During the court proceedings, family members shared heartfelt victim impact stories, expressing their profound loss and grief. Justice Ramsay noted that the police investigation faced challenges due to uncooperative witnesses, with 13 individuals at the party committing perjury to shield the perpetrator.
The court heard that an argument between Lucas and Crooks escalated, leading to him shooting her in the hand before fatally shooting her. Subsequently, Lucas targeted Pannunzio, firing multiple shots at her, resulting in a brutal and calculated killing. The judge emphasized Lucas’s callous disregard for human life.
Ramsay’s sentencing took into account Lucas’s troubled upbringing in a gang-affiliated neighborhood and his criminal history involving violence and firearms offenses since adolescence. While second-degree murder carries an automatic life sentence in Canada, the parole eligibility period is determined by judges, with ranges from 10 to 25 years.
In this case, Lucas’s defense requested parole eligibility after 18 years, while the prosecution urged for a 25-year term before parole consideration, highlighting community concerns over gun violence. Despite being given the opportunity to speak at the hearing, Lucas chose not to address the court, displaying no visible emotion.
Family members of the victims, including Juliana’s stepmother and father, shared their profound sorrow and anguish over the senseless loss, expressing how the tragedy has forever altered their lives. The emotional impact extended to Juliana’s younger brother and biological mother, who spoke of their ongoing struggle with grief, guilt, and the profound void left by the untimely loss of their loved one.
