Conservative and Bloc Members of Parliament (MPs) are urging for an urgent session of the House of Commons public safety committee to investigate espionage accusations against a former Canadian intern detained by Belgian authorities on suspicion of spying.
Expressing deep concern, Conservative MP Frank Caputo emphasized the need for a thorough examination of Canada’s national security screening procedures. He stressed the importance of assessing potential security loopholes that could compromise sensitive information and jeopardize the security of Canada and its allies.
The individual in question, Biwei Zhang, previously served as an intern at NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium. While Belgian authorities have not disclosed her identity, a CBC News investigation identified Zhang as a systems engineer with an economics background.
Zhang’s professional history includes employment with the Canadian Space Agency and Statistics Canada, as indicated on her online resume. Reports from security sources in Europe, including Reuters, suggest that Zhang displayed suspicious behavior that attracted the attention of NATO’s internal security services. Allegations indicate that she showed excessive curiosity towards her colleagues, ventured into unauthorized areas, and accessed files beyond her official responsibilities in SHAPE’s IT Department.
Currently detained by Belgian security officials, Zhang’s alleged actions have yet to be substantiated in court. The public safety committee, as proposed by Caputo, aims to scrutinize how Zhang obtained the NATO internship, the extent of security screening conducted before her placement, any red flags raised by Canadian or allied authorities, and the adequacy of monitoring procedures.
Public Safety Minister Gary Anandasangaree has committed to investigating Canada’s security screening protocols to address the concerns raised by this case. Emphasizing the need for transparency, Anandasangaree underscored the importance of preventing similar incidents in the future.
The unfolding events have prompted discussions on the effectiveness of Canada’s security measures, with Prime Minister Mark Carney asserting that Canadian security agencies were actively engaged in the situation from the outset.
