Ministers are encountering resistance from pub owners regarding their proposal to reduce the drink-drive limit as part of a significant road safety initiative. The suggested plan aims to bring the limit in England and Wales down from 35 micrograms of alcohol per 100ml of breath to 22 micrograms, aligning it with Scotland’s standard set in 2014. Currently, England and Wales have the highest limit in Europe, tying with Malta.

Lowering the limit could result in even a single pint causing some individuals to exceed the threshold, with various factors such as age, weight, and gender influencing the level of alcohol intake allowed before reaching the limit.

Concerns have been voiced by representatives of rural pubs, warning about potential negative impacts on the industry due to these measures. However, government officials have defended the proposal, emphasizing the need to prevent further tragic losses caused by drink-driving incidents. They highlighted that Scotland’s experience with a lower drink-drive limit did not significantly affect the pub trade.

Ms. Greenwood, the transport minister, emphasized the importance of not drinking if planning to drive and vice versa, stressing the necessity of a clear message to prevent road accidents. Data revealed that in 2024, 1,633 people lost their lives in traffic incidents in Britain, with nearly 28,000 sustaining serious injuries. The number of fatalities related to drink-driving has been on the rise over the past decade, reaching a peak in 2022, raising concerns about the effectiveness of existing road safety measures.

Criticism of the proposed plan has come from various quarters, including Reform leader Nigel Farage, who expressed concerns about the potential impact on country pubs. On the other hand, the British Beer and Pub Association (BBPA) affirmed its commitment to promoting responsible drinking and supporting drink-drive campaigns, while acknowledging the challenges faced by the industry, particularly in rural areas.

The road safety strategy, described as a major overhaul in years, also includes proposals to mandate convicted drink-drivers to have “alcolocks” installed in their vehicles and grant authorities new powers to suspend driving licenses for individuals suspected of drink or drug-driving offenses.

An alcohol interlock device, commonly known as an ‘alcolock,’ is a breathalyser mechanism that can be fitted in a vehicle to prevent driving if the driver has consumed alcohol above a specified limit.

Government discussions continue regarding the potential reduction of the drink-drive limit, seeking public input on the idea through a poll to gauge opinions on the matter.
