A parliamentary committee in the House of Commons has decided to review Canada’s security screening procedures following the arrest of a Canadian NATO intern by Belgian authorities on espionage charges.
This decision was made after the Conservatives and Bloc Québécois pushed for an urgent committee meeting to investigate the spying accusations against the intern. During a meeting of the public safety and national security committee on Monday, members from different political parties agreed to schedule three sessions to delve into the matter when Parliament reconvenes in September.
The committee plans to summon Public Safety Minister Gary Anandasangaree as a witness and may call upon additional individuals for testimony as deemed necessary. Ultimately, the committee will present its findings and recommendations to the House.
Although the Belgian courts do not publicly disclose the identities of defendants in ongoing criminal investigations, a CBC News report has identified the accused individual as Biwei Zhang, a systems engineer with an economic background who was interning at NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium.
The investigation revealed that Biwei Zhang is the legal name of the suspect, who professionally goes by the name Claire Zhang and uses the name Catina Zhang on her Facebook profile. Belgian authorities suspect Zhang of espionage activities on behalf of a foreign nation and allege her involvement in a criminal group.
The situation has raised concerns regarding Canada’s security screening procedures. Conservative public safety critic Frank Caputo has urged for parliamentary oversight, questioning how an individual facing spying allegations managed to secure an internship within a crucial military alliance of Canada and demanding scrutiny of the security screening, information sharing, and monitoring protocols in place at the time.
The internship at NATO that Zhang held required a thorough security clearance process, which Canadian authorities, specifically the RCMP and CSIS, would have been responsible for conducting, given her Canadian citizenship.
Following the arrest of the alleged spy by Belgian authorities, Canada’s public safety minister expressed a commitment to thoroughly investigate the matter, emphasizing the gravity of the charges. Prime Minister Mark Carney later confirmed that Canadian officials have been actively involved in the case since its inception.
CBC News also uncovered that the former NATO intern had previously worked in various roles within the Canadian government, including as an economist at Statistics Canada and a systems engineer at the Canadian Space Agency. In a separate incident in 2023, the Public Service Commission of Canada found Zhang guilty of fraud for applying to the Canada Border Services Agency under different identities without clarification.
Zhang’s professional history includes positions at the World Trade Organization in Geneva and the European Space Agency in Italy. She recently completed a master’s degree in computer science with a specialization in artificial intelligence from the University of Ottawa.
The suspect was apprehended by Belgian authorities on charges of espionage and involvement in a criminal organization following searches at her residence and workplace at SHAPE, as disclosed by the country’s Federal Prosecutor’s Office.
