Millions of employees previously denied parental leave will now have new rights following the announcement of reforms on Monday. Unions have praised the initiative, which extends parental leave to bereaved parents for up to a year if they lose a partner before their child’s first birthday, eliminating the need for employer discretion in such cases.

One significant change is the introduction of the option to take Unpaid Parental Leave from day one in a new job, providing increased flexibility for approximately 1.5 million parents to share caregiving responsibilities. These reforms are scheduled to take effect in April. Keir Starmer expressed support for the changes, emphasizing the importance of ensuring that every new parent can take time off without financial strain.

Aaron Horsey, an advocate who faced challenges after his wife’s death during childbirth due to inadequate leave provisions, welcomed the new regulations. He highlighted the value of the Bereaved Partner’s Paternity Leave in offering essential support during difficult times and enabling families to cope and recover with dignity.

The government estimates that around 32,000 more fathers annually will qualify for Paternity Leave immediately, aligning with maternity leave entitlements for mothers. In parallel, a review of parental leave and pay is underway to enhance the system’s effectiveness, considering the impact on the 390,000 individuals currently unemployed due to caring responsibilities.

The expansion of rights, including the ability to take Unpaid Parental Leave from day one in a new role, is projected to grant an additional 1.5 million parents the flexibility to manage caregiving duties. The government predicts that even a 1% increase in part-time employment due to these changes could boost the economy by approximately £150 million annually.

Paul Nowak, General Secretary of the UC, commended the legislative adjustments for bringing the UK in line with international standards, advocating for improved living standards and financial security for workers. Simon Kelleher, from Working Families, praised the immediate paternity and unpaid parental leave rights, noting that eliminating the previous 26-week qualifying period would facilitate job transitions without sacrificing essential leave entitlements.
