The Metropolitan Police disclosed that 131 officers, including serial rapist David Carrick, engaged in criminal activities due to lapses in vetting procedures. Carrick, mistakenly cleared to continue as a police officer, exploited the lack of proper background checks, leading to the assault of four women. Investigations revealed that numerous officers in the UK’s largest police force bypassed thorough vetting processes to meet staffing demands, resulting in unchecked individuals committing offenses ranging from sex crimes to violence.
Among the officers identified, 28 are still employed by the force despite facing formal sanctions. The report highlighted how senior officials neglected national vetting guidelines to recruit over 4,500 officers, disregarding critical checks like references and allowing individuals with criminal backgrounds to join the force. Over 5,000 officers and staff were inadequately vetted, with many lacking essential vetting types, causing a breach in public trust.
Following the revelations, Home Secretary Shabana Mahmood initiated an inquiry into the Met’s vetting protocols. An independent review will assess potential deviations from national standards in other police forces in England and Wales. Mahmood criticized the negligence in vetting checks, emphasizing the need for stringent procedures to ensure public safety and restore confidence in law enforcement.
David Carrick, involved in multiple criminal incidents, managed to evade thorough vetting during renewals, enabling him to continue his offenses unchecked. Eventually arrested and charged in 2021, Carrick faced a life sentence for numerous sexual offenses. The review period encompassed a decade, focusing on the impact of expedited recruitment strategies that compromised vetting integrity and risk management.
The report highlighted instances where vetting irregularities led to retaining unsuitable individuals within the force, eroding public trust. Assistant Commissioner Rachel Williams acknowledged past shortcomings and emphasized ongoing efforts to enforce high standards within the Met.
