A coalition of Canadian cultural organizations is urging Prime Minister Mark Carney to uphold regulations mandating financial contributions from foreign streaming platforms like Netflix to support Canadian content. Despite the government’s plan to replace the 15% tax on large streaming services with direct funding, the organizations argue that this approach lacks the stability and enforceability of a regulated contribution system overseen by the CRTC.

In a joint letter signed by 50 entities, including the Canadian Media Producers Association and various industry unions and film festivals, concerns were raised about the government’s pledge of $600 million annually, stating that discretionary funding is vulnerable to budgetary fluctuations and external pressures, unlike a regulated contribution model.

Following the CRTC’s decision to increase contributions from large streaming companies, the government announced its intention in June to shift to direct funding instead of financial obligations. However, a subsequent court filing indicated the intention to eliminate the financial contribution requirement altogether, causing uncertainty within the production sector, as noted in the letter addressed to both Prime Minister Carney and Culture Minister Marc Miller.

The signatories emphasized the importance of maintaining the 15% contribution benchmark as a fair and necessary aspect of the regulatory framework. While the government’s shift in policy was reportedly influenced by U.S. concerns regarding trade implications, the United States trade representative indicated that Canada may not receive recognition for the change in approach.
